Journey to a P20W Data System
A statewide, longitudinal P20W System or Pre-Kindergarten through Workforce system has numerous benefits. It provides stakeholders with insights into challenges across location, and sources. The longitudinal design of a P20W system allows stakeholders to evaluate long term outcomes for students. With a P20W system, states can evaluate programs, policies and analyze costs and expenses.
As of 2019, there are only sixteen states and the District of Columbia that have a full P20W system that captures data across all four core agencies, from early learning through the workforce. Twenty-nine states and the District of Columbia have a centralized system, while 12 states have a federated system .
An example of a unique and successful federated and centralized system is North Carolina. North Carolina’s Common Education Data Analysis and Reporting System (CEDARS) is the state’s PreK-13 Longitudinal Data System. CEDARS includes the eScholar Complete Data Warehouse as the central longitudinal data repository and the eScholar Uniq-ID as the person identifier.
Since its implementation with the Department of Public Instruction, North Carolina has assigned and matched over 4 million unique identifiers across
early childhood, K-13, and post-secondary education. With the P20W system in place, North Carolina provides benefits to policy makers, researchers, students, and their families. They have a linked system across the P20W
continuum using eScholar Uniq-ID and have the highest quality, CEDS-aligned data in their K-13 data system using the eScholar Complete Data Warehouse.
